Manzo in 2017 started the Sunland-based California Business and Industrial Alliance, or CABIA, to fight the state’s Private Attorney General Act after the manufacturing business he ran in the San Fernando Valley was hurt by it. Through interviews, paid advertisements and legal action, the organization has campaigned against PAGA, saying it is legal extortion of businesses. CABIA has sued the state, arguing PAGA is unconstitutional. Later, the organization also opposed AB 5, the law that redefined independent contractors as employees. CABIA scored a victory last year when the U.S. Supreme Court restricted PAGA in a case filed by Viking River Cruises, for which CABIA filed an amicus brief.
