Blue described the governor’s cuts, the mood and some of the language as local healthcare leaders assessed the impact of a state budget that seriously wounds programs for low-income insurance, AIDS prevention, senior care and community clinics. “This is truly a devastating blow,” said Carol Freeman of Senior Concerns in Thousand Oaks after being told by county officials that Gov. Arnold Schwarzenegger used blue-line cuts to eliminate state funding for an Alzheimer’s resource program. The cut will erase about 10 percent of the funding for a daycare program in Thousand Oaks, leaving Freeman in the ranks of the healthcare administrators trying to figure out how to keep programs alive.
