Two Moorpark Housing Developments Slowed

Pacific Arroyo Community and Spring Road Townhomes, a pair of unrelated housing projects in Moorpark, garnered City Council approval last fall with the promise of bringing 379 units of much-needed housing online in Ventura County. However, neither project has advanced much, according to a Moorpark Acorn report. Approved by Moorpark City Council in September, Pacific Arroyo Community, a 284-unit development on 39 acres just south of Los Angeles Avenue and west of Leta Yancy Road, calls for the parcel to be divided into two tracts of single-family homes and detached condominiums called Verbena and Fuchsia. Both communities will fall under one homeowners’ association with a shared recreation center and a volleyball court. The developers also plan to create a signal light at Shasta Road and Los Angeles Avenue. Yet a spokesperson for Pacific Arroyo’s owner, Pacific Communities Builder in Newport Beach, said it was still in the throes of applying for permits from the county and the state to begin construction and could not confirm how long the process may take. Meanwhile, the owner of Spring Road Townhomes, Spring Road LLC, won its request in December to rezone lots at 4785 Spring Road and 384 Los Angeles Ave., totaling 8.3 acres, and converting commercial space into residential space to pave the way for its development — 19 buildings comprising 95 three-story townhomes plus a community pool and hot tub. The developer — which includes Moorpark RV Storage owner Don Duncan as a partner — has found a builder to potentially construct the residential community. But it is currently marketing the site to sell to other developers. Pacific Communities Builder and Spring Road LLC are not the only entities with ambitious residential designs for Moorpark. Last month, the Business Journal reported about the incoming High Street Depot, a mixed-use revitalization of a 2.14-acre parcel adjacent to Moorpark’s Metrolink station that would bring 50 to 75 market-price units to commercial heart of the community, along with attendant curated retail storefronts. This development, spearheaded by Westlake Village-headquartered The Daly Group, is also in its earliest phase. On July 7, the Daly Group convened a townhall meeting, when it canvassed community input among the 50 locals in attendance.
