Suburban Thousand Oaks may never be confused for the Third Street Promenade in Santa Monica or even downtown Glendale. But the city is taking action to make a three-mile stretch of Thousand Oaks Boulevard more like those places. The City Council recently decided to allow more apartments along that strip. It also loosened regulations in hopes of encouraging small restaurants to take root and approved a plan improve walkways. The goal: Get more people to stroll the boulevard.
