LANCASTER – With a pair of 4-1 decisions, with Councilman Ken Mann dissenting, the City Council on Wednesday approved the changes needed for the development of a new Target store and shopping center on the southeast corner of 60th Street West and Avenue L. In a separate 5-0 vote, the council granted the first of two approvals required for an ordinance allowing 10 acres at the same location to be used for commercial purposes instead of single-family homes.
