Frank’s Char Broiler restaurant, a cozy lunch counter-style diner with a long history as a community gathering spot in Thousand Oaks, has closed after nearly a half-century of dishing up cheeseburgers, hot dogs and conversation. “It was a restaurant but you’d call it an institution,” said former Ventura County supervisor and city councilman Frank Schillo. “Before The Oaks mall was built, everybody went there.
