The Ventura County forecast for 2009 is just plain ugly, with the local recession the worst since the UCSB Economic Forecast Project started recording information in 1984, said economist Bill Watkins. The recession will most likely extend to mid-2010, said Watkins, executive director of the forecast project. He will present the report today at California Lutheran University in Thousand Oaks and on Friday at Residence Inn at River Ridge in Oxnard.
