Massive Mixed Use Project to Replace Promenade Mall

Plans have been filed with the Los Angeles Department of City Planning to turn the indoor Westfield Promenade shopping mall into a mixed use development. The document filed on Thursday outlined that the project would have 1,432 residential units, 244,000 square feet of retail space, 629,000 square feet of office space, 320,000 square feet for an entertainment and sports center and two hotels with up to 572 guest rooms. The Promenade has struggled in recent years with about a dozen tenants still remaining inside the 34-acre mall site, bounded by Topanga Canyon Boulevard, Oxnard Street, Erwin Street and Owensmouth Avenue in Woodland Hills. A lawsuit filed by the owner of restaurant and bar The Rack against Westfield alleged the company had breached its contract for failing to maintain the mall, allowing trash to pile up, the homeless to encamp inside and misrepresenting plans to upgrade it. There is no developer listed for the project. Westfield Corp., in Century City, owns the mall, including land beneath properties it bought last year – the AMC Theatre and one of two Macy’s stores that had been closed. Westfield trades on the Australian Securities Exchange as Westfield Financials Inc. and has 34 shopping centers in the United States and Europe. It bought the Promenade mall in 1998.
