Primary Narrows Field for Council Run-Off

The Tuesday primary winnowed the field down to two candidates who will face each other in a run-off election to fill the seat representing Los Angeles City Council District 4. Carolyn Ramsay and David Ryu received the most votes out of a field of 14 candidates seeking to replace termed out Councilman Tom LaBonge in the district that stretches from the Miracle Mile to Sherman Oaks. Ramsay and Ryu were among the four preferred candidates in the District 4 race chosen by BizFedPAC, affiliated with the Los Angeles County Business Federation, a Los Angeles business advocacy group, also known as BizFed. Ramsay, with 15.3 percent of the vote, had been LaBonge’s chief of staff and Ryu, with 14.6 percent, is an executive with L.A. non-profit health provider Kedren Acute Psychiatric Hospital and Community Health Center. They will face each other in the May 19 election although that can change as provisional and mail-in ballots are counted. Fewer than 700 votes separate Ryu from three other candidates: Tomas O’Grady, co-founder of non-profit EnrichLA; former state Assemblyman Wally Knox; and Teddy Davis, Unruh fellow at USC. Winning their elections outright in the primary with more than 50 percent of the vote were Councilman Paul Krekorian from District 2, which includes Studio City, North Hollywood, Valley Glen and part of Sun Valley; Councilwoman Nury Martinez representing District 6, which includes the northeast and north central parts of the Valley; and Councilman Mitch Englander, representing District 12 in the west Valley, who ran unopposed. Voters overwhelming approved two ballot measures to change city and school board elections to even-numbered years to take place with presidential and gubernatorial races in an effort to increase voter participation. Preliminary figures from the City Clerk’s office pegged voter turnout for the primary at 8.6 percent but will go up as other ballots are counted.
