Steep Decline in Adult Film Production

Adult film production has sharply declined in Los Angeles County in the two years since the passage of a law requiring the use of condoms on set. FilmL.A. issued only 20 permits for on-location adult filming this year through July 29. There were 40 permits issued in all of 2013, a decrease of 92 percent from the estimated 480 permits issued in 2012. FilmL.A. is the Hollywood non-profit that handles production permitting in the city, unincorporated neighborhoods and other jurisdictions. The decline in permits issued for adult productions coincides with the passage in late 2012 of Measure B, a ballot initiative that requires condom usage in all adult films. Steven Hirsch, co-chairman of Vivid Entertainment, the largest of the adult production companies in the San Fernando Valley, has said it is no longer filming in Los Angeles County. However, there is speculation that some smaller companies may be filming without permits. The AIDS Healthcare Foundation, a Hollywood-based provider of HIV/AIDs services, was the primary supporter of Measure B, contending condoms are necessary to prevent transmission of sexually transmitted diseases. Industry officials disputed that contention and warned during the campaign that passage of the initiative would drive adult production out of the county. The foundation is also a backer of AB 1576, a bill that would extend the condom usage requirement statewide. The bill was approved in the Assembly on May 27 by a vote of 48-13 and could be voted on as early as next week in the Senate.
