CITY HALL , Developers who saw the credit market freeze out their financing options over the past few months got a new lease on life Tuesday after the City Council voted to extend their permit deadlines to Dec. 31, 2009. Under the “regulatory relief” package that received preliminary approval from the City Council on Tuesday, the period in which developers must pull a building permit was extended to the end of 2009 for those plan checks that were submitted prior to Jan. 1, 2008.
