CITY HALL , Split between the business lobby and public health advocates, the City Council on Tuesday further defined Glendale’s upcoming citywide smoking restrictions, allowing certain concessions for restaurants and other areas in what will otherwise be a major clampdown on second-hand smoke. Under the draft regulations revised by the council on Tuesday, smoking on all city property , including parks and the green patch at the Americana at Brand , would be banned.
